W pracy omówiono zawartość i postanowienia Krajowego planu mającego na celu zwiększenie liczby budynków o niskim zużyciu energii, który stanowi załącznik do przyjętej dnia 22 czerwca 2015 r. uchwały Rady Ministrów. Dokument stanowi wypełnienie upoważnienia zawartego w art. 39 ust. 3 ustawy o charakterystyce energetycznej budynków, a także wymogu określonego w art. 9 ust. 1 dyrektywy 2010/31/UE w sprawie charakterystyki energetycznej budynków. W publikacji scharakteryzowano cel główny oraz cele pośrednie związane z poprawą efektywności energetycznej budynków wraz z harmonogramem ich osiągnięcia. Przedstawiono charakterystykę działań, głównie administracji rządowej, podejmowanych w celu promowania budynków o niskim zużyciu energii, wymagania w zakresie projektowania, budowy i przebudowy budynków w sposób zapewniający ich energooszczędność. Ponadto omówiono zmiany przepisów wpływających na efektywność energetyczną budynków oraz wskazano dostępne mechanizmy finansowe. Przybliżono również kwestie promowania wykorzystania odnawialnych źródeł energii w budynkach, potrzeby poprawy stanu technicznego budynków użytkowanych oraz wskazano na aspekt kompleksowego podejścia do efektywności energetycznej budynków.

The article discusses the contents and provisions of the National Plan for increasing the number of buildings with low energy consumption, which is attached to the adopted on 22 June 2015. Resolution of the Council of Ministers. The document is the fulfillment authorization contained Art. 39 paragraph. 3 of the energy performance of buildings, as well as the requirement laid down in Art. 9 paragraph. 1 Directive 2010/31 / EU on the energy performance of buildings. The article describes the main objective and intermediate objectives related to improving the energy efficiency of buildings including a timetable for achieving them. The characteristic actions, mainly of government measures taken to promote buildings with low energy consumption requirements for the design, construction and alteration of buildings to ensure their efficiency. In addition, it discusses changes in regulations affecting the energy efficiency of buildings and identifies available financial mechanisms. Also brought closer to issues of promoting the use of renewable energy sources in buildings, the need to improve the technical condition of the buildings in use, and pointed out the aspect of a comprehensive approach to energy efficiency in buildings. Article contains a presentation linking the national plan with national law, EU law and strategic documents in the field of energy efficiency.
