Innowacyjność jest kluczowa dla wzrostu gospodarczego. W Polsce nie brakuje innowacji, ale pomostu między innowacją a komercjalizacją, między światem nauki a biznesem. Dotychczas rozproszone działania w tym obszarze, zastąpiła zintegrowana polityka innowacyjna państwa, tworząc nowe otoczenie prawne, instytucjonalne i organizacyjne.
Inteligentny rozwój, oparty na wiedzy i innowacji, stanowi jeden z trzech priorytetów strategii unijnej EUROPA 2020. Kluczowym obszarem wdrażania innowacyjności są zamówienia publiczne.

Innovation is the key to economic growth. Poland is innovative, but there needs to be a bridge between innovation and commerce, between science and business. So far the dispersed activities in this area have replaced the national integrated innovation policy to create a new legal, institutional and organizational environment. Intelligent development based on knowledge and innovation is one of the tree priorities of the EU's 2020 strategy. Public procurement ia a key area to implement innovation.
